Monkey D. Luffy is the standout Leader in the Starter Deck 13, having been a significant force in the East’s OP06 and OP07 metas. For those aiming to compete in One Piece, Monkey D. Luffy is an excellent Leader to build a deck around and hone your skills with.
His Leader ability activates when you have 0 Life Cards, allowing you to place two 5-cost Characters from your hand or trash face-up in your Life Area. With Monkey D. Luffy, the game’s rules shift, requiring you to trash those two face-up cards instead of adding them to your hand when your opponent damages your Leader.
Portgas.D.Ace – ST13-002 – L – Foil
Unlike Monkey D. Luffy, Portgas D. Ace utilizes his ability early to place a face-up card in the Life Area, where it remains until the end of the turn. To maximize this effect, you should aim to play one of the three kid brothers from the starter deck.
Building a Portgas D. Ace deck is straightforward, as most of the cards from Starter Deck 13 are compatible. You’ll only need a few additional blue cards to complete the deck.
Sabo – ST13-001 – L – Foil
The Red Yellow Sabo deck excels as an aggressive leader, enabling you to ramp up your offensive strategy and unleash powerful attacks. Sabo’s ability allows you to place a 7,000 Power character face-up in your Life Area and boost another character’s Power by +2000.
This combination lets you maintain intense pressure with heavy attacks while making it harder for your opponent to finish the game due to the extra Life Card you add.
While Sabo synergizes with the three Kid brothers, he is less dependent on them compared to the other two leaders and can perform effectively even without them in the deck.
Using Leader Monkey D. Luffy’s ability, you can place two 5-cost Monkey D. Luffy, Sabo, or Portgas D. Ace cards from your trash into your Life Area.
The abilities of the kid versions of Monkey D. Luffy, Sabo, or Portgas D. Ace allow you to play these 5-cost cards onto the board and grant your Leader a +2000 Power boost.
This strategy not only enhances your board presence but also makes it harder for your opponent to damage your Leader due to the increased power.
Sabo and Gecko Moria are essential to this deck’s strategy, so you’ll need to include them if you aim to play competitively.
Sabo serves as a reliable blocker who can trash cards, which is particularly useful for setting up your Gecko Moria plays. The blocker Sabo is more beneficial in this deck than the Starter 13 Sabo.
Without Gecko Moria, you’ll lack the late-game strength to play two of the three kid brothers from the trash. This will force you into a defensive playstyle, making it difficult to close out games.
